Are the radioactive Van Allen belts Soul traps?

The highly radioactive Van Allen Belts have a function similar to a Faraday cage; anything that has a frequency higher than the radiation waves is able to travel through it. Anything with a lower frequency can not get in or out, depending on its location relative to the belts. The belts are donut shaped membranes that have openings at earth's magnetic poles. These are narrow potential areas of passage that have the harshest climatic conditions of the planet. The belts nevertheless efficiently incarcerate the human race on planet earth, including the souls of the deceased that have not reached a high frequency.
